The proposed wall will install fencing on 316 miles of the U.S. -Mexico border and bolster security along the other 407 miles. Among the most divisive are plans to establish rules of origin for NAFTA goods that would set minimum levels of US content for autos, a sunset clause that would terminate the trade deal if it is not renegotiated every five years, and ending the so-called Chapter 19 dispute mechanism.
"When it comes to the more unconventional USA proposals, we have been doing some creative thinking", she said.
Progress is also possible on the sunset clause proposal, if it is watered down into an agreement to hold periodic reviews of the new deal.
One of the sources, Raul Urteaga, the head of global trade for the ministry of agriculture, said: "If Trump announces a United States withdrawal from NAFTA, well at that moment the negotiations stop".

At stake is a relationship between the three nations whose annual trade in goods totals about $1 trillion - and even the business models of companies such as Ford Motor Co. and General Motors Co. that have adapted their supply chains to take advantage of the trade zone.
"Everybody's for opening a better trade deal, but you don't want to push Humpty Dumpty off the wall", Roberts told TWS.
