Bayraktar is now being held on suspicion of murdering the 27-year-old woman, who has not been identified, but has not yet been charged with a crime.
Two days before she was reported missing, the woman, who has not been named by Japanese media, had reportedly told friends she was going to visit an American she had met online.
Bayraktar, by contrast, was filmed leaving and returning to the building several times - on at least one occasion, he carried a travel bag. Video footage taken by a surveillance camera at the first apartment showed the man and the woman entering the building together.

The man was arrested for allegedly "confining" the woman in an apartment in Osaka, the Japan Times reported.
The woman's head was found Saturday in a suitcase at a short-term lodging facility, or minpaku, in the Nishinari ward of the city of Osaka, investigators told the local news media. Her family reported her missing on February 17.
Before the discovery of the head, the suspect was being questioned on accusations he may have locked the woman in an apartment - again, accusations he denies. After he was interrogated, police say Bayraktar told them he buried the woman's body in three different areas in western Japan.
