The Legislature's three top Republicans - House Speaker Todd Richardson, Speaker Pro Tem Elijah Haahr, and Senate Majority Leader Rob Vescovo - said in a joint statement that public servants must put the people's interests first and that the governor's decision "honors that duty and allows Missouri to move forward". Greitens had been charged with invasion of privacy after being accused of taking a partially nude photograph of the woman and threatening to release it if she spoke about their relationship.
"I can not comment on what Jean Peters Baker would do with the privacy of invasion case", Gardner said.
Greitens ended the news conference saying he will "always be a fighter for the people of Missouri". His wife said she had forgiven him and asked others to forgive him as well.
It also could free up money.
In a brief and defiant statement Tuesday at the governor's office, Greitens said his resignation would be effective on Friday at 5 p.m.

Jalan was allegedly trying to extort money from him. "We have got the list of bookies and are verifying it with Jalan". Police say they have photographic and electronic evidence to prove that Arbaaz and Jalan are more than "just friends".
The charges came after a man secretly recorded his wife admitting to having an extramarital affair with Greitens in March 2015. Our review of this case, as I have stated before, will be pursued without fear or favor.
The agreement settles a felony charge brought by Gardner based on evidence uncovered by the office of Missouri's Republican Attorney General Josh Hawley, who essentially accused Greitens of electronic theft for his use of a donor list belonging to a veterans charity he founded.
"I have not broken any laws, nor committed any offense worthy of this treatment", Greitens said. "I can not allow those forces to continue to cause pain and difficulty to the people that I love", the governor said. The woman's name never has been officially released; it is redacted from the legislative documents and she is identified only by her initials in court filings.
And that investigation is ongoing, despite the deal made between Gardner and Greitens.
The Missouri Legislature began meeting in special session less than two weeks ago to consider impeachment.
"There has been no witch hunt", Gardner said. A House investigatory committee had subpoenaed Greitens to testify next Monday during a special monthlong session focused exclusively on his potential discipline.
Greitens denies the allegations.
The governor, who also served as a White House fellow and wrote a best-selling book, entered the 2016 gubernatorial race as an outsider.
