Torreira, 22, has confirmed that he is flying to London for a medical with the Gunners in an opportunity he says he "can't waste".
But Torreira is in no rush to finalise the switch while Uruguay remain in the hunt for World Cup glory, according to his father.
The Gunners did offer the player to undergo a medical in Russian Federation, but the player rejected as he wanted to commit wholly on national duty.
"It is as good as a fact that Lucas will join Arsenal", Ricardo Torreira told Fox Sports Argentina.
Torreira was one of several players who impressed for Uruguay in Russian Federation this summer as La Celeste reached the quarter-finals of the World Cup before being eliminated by France.

The Gunners are poised to get Lucas Torreira after a €30 million deal was agreed with Serie A side Sampdoria, and the Italian club's president also said that Torreira is being sold.
"It is all done in a draft and only missing the arrival of Lucas to England", he added.
Arsenal continue to rebuild the squad under new head coach Unai Emery following the departure of long-serving manager Arsene Wenger.
At this point, though, it's only a matter of time before the deal is completed, with Torreira set to join fellow new signings Sokratis and Stephan Lichtsteiner at the Emirates.
Arsenal begin their pre-season campaign at non-league Boreham Wood on July 14.
