The foreign ministry said that despite their efforts to work with the USA - by stopping their missile launches and nuclear tests - America continues to insist on "denuclearization first", and continues to encourage global sanctions against the North.
The rival Koreas may try to seek a breakthrough amid what experts see as little progress on nuclear disarmaments between Pyongyang and Washington despite the Singapore summit in June and U.S. Secretary of State Mike Pompeo's several visits to North Korea.
The White House and State Department did not immediately return requests for comment.
"However, the United States responded to our expectation by inciting worldwide sanctions and pressure against North Korea", said a statement.
North Korea on Thursday threatened to stall the denuclearization of its missile program if the USA continues to abide by an "outdated acting script" amid Washington's calls to enforce sanctions against the regime.
North Korea also accused unidentified high-level United States officials of "going against the intention of President Trump" by "making baseless allegations against us and making desperate attempts at intensifying the global sanctions and pressure".

Pyongyang's Foreign Minister Ri Yong-ho is now on a visit to Iran where President Hassan Rouhani warned the United States could not be trusted after Tehran's experience of having the Trump administration tear up an Obama-era deal to ease sanctions.
Despite the agreement to denuclearise the Korean peninsula struck during a landmark summit between North Korean leader Kim Jong Un and US President Donald Trump, "we preserve our nuclear science as we know that the Americans will not abandon their hostility toward us", Ri said, according to the conservative Mehr news agency.
Ri told Rouhani that Washington's pullout from the 2015 pact and restoration of sanctions was an "action against global rules and regulations", IRNA said.
