The grand jury also recommended that the law regarding the duty of reporting of abuse be clarified, and that civil confidentiality agreements between the Catholic Church and victims should state that victims still can talk to police about their abuse.
In Erie, a 7-year-old boy was sexually abused by a priest who then told him he should go to confession and confess his "sins" to that same priest. He became addicted to painkillers and later died of an overdose.
"One boy was forced to stand on a bed in a rectory, strip naked and pose as Christ on the cross for the priests".
The scandal of Archbishop McCarrick had already raised disturbing questions about his rise to a position of huge influence and power and his ability to stay entrenched there despite alleged sexual misconduct and abuse of seminarians and priests under his authority that were allegedly known by other bishops.
Wuerl said he hopes "a just assessment of my actions, past and present, and my continuing commitment to the protection of children will dispel any notions otherwise made by this report".

The report notes that most of Hannon's abuse came to light when he was in Hawaii, where he was assigned to St. John the Apostle Church, St. Elizabeth in Aiea, Holy Trinity Church in Honolulu and elsewhere.
