That was at about 8:20 p.m. Wednesday, according to a statement from the Montgomery County Sheriff's Office.
The homeowner took the child inside and called police. The mother asked her to drop the child off with his father because she was in the hospital.
"The female in the video left the location without verifying that anyone was home or who she was releasing the child to, which placed the child in great danger", Lt. Scott Spencer with the Montgomery County Sheriff's Office said.
She then rang the doorbell, knocked on the door and sprinted away, leaving the little boy standing clueless in front of the door.
Spencer says authorities have identified the woman in the video and that an investigation is underway, though she hasn't been charged. She could potentially face a child of child endangerment. "It was very alarming and very disturbing and my heart was hurting for the child".
They said that the youngster appears to be unharmed, and that he is now under Child Protective Services custody. The entire incident lasted 23 seconds.

Picard reached out to the Major League Baseball , which acknowledged the incident from the Houston Astros-Boston Red Sox game. The man was not allowed back into the credentialed area, but was allowed to remain in the ballpark.
The toddler turns and stares at the woman as she leaves.
"The child is uninjured and appears to be in good health", the sheriff's office said.
Deputies told NBC Dallas-Fort Worth the mother sent to a text message to the father saying she planned to drop the boy off with him Wednesday.
Authorities know the woman's identity but will not release her name. The friend is the woman in the video. Instead of waiting until someone answered the door, she drove away in her vehicle and left the child in danger.
She hopped back into the white auto she was filmed arriving in and drove away. He was looked after by Child Protective Services after the incident. That's when the dad recognized the boy as his own son, Spencer said.
Police said that when the boy never showed, the dad assumed that the boy's mother had changed her plans, and he ended up leaving his home for the evening.
