India is one of the countries that Japan has reached out to form defense partnerships, as Tokyo seeks to expand its military cooperation beyond its traditional alliance with the USA amid China's increasingly assertive military presence in the region.
Relations with China are a major issue shared by Modi and Abe, as their cooperation might balance China's growing regional influence and military assertiveness.
They also signed a second-phase agreement for a Japanese super-express railway project in India.
The Japanese Ministry of Foreign Affairs said the leaders had lunch at a hotel in Yamanashi Prefecture, west of Tokyo, and exchanged a wide range of views on pursuing "a free and open" Indo-Pacific region.
Also on Sunday, in addition to holding talks in what is now their 11 bilateral, the two leaders visited a robot factory.

Modi urged Japan's medium, small and micro enterprises to explore business opportunities in India, promising a more conducive environment to consolidate bilateral trade ties. Earlier in the day, the PM held a series of meetings with top Japanese leaders and addressed the Indian community.
"Recognizing that enhanced exchanges in expanding maritime domain awareness (MDA) in the Indo-Pacific region contributes to regional peace and stability, they welcomed the signing of the Implementing Arrangement for deeper cooperation between the Indian Navy and the Japan Maritime Self-Defense Force (JMSDF)", the statement reads. Japan is considered as a natural and indispensable partner for India in the economic, defence and technology fields. The two will reportedly ride the bullet train back to Tokyo.
Abe chose to invite Modi to his vacation home in Narusawa after Foreign Ministry officials floated ideas to show hospitality.
Earlier this year, Japan signed a landmark deal with the European Union that will eliminate almost all tariffs on products they trade.
