Gillum is "ready for any outcome, including a state-mandated recount", she added.
The tabulation of those votes will continue to narrow Scott's razor-thin lead over Nelson, Elias predicted.
Florida's 67 elections supervisors must send their unofficial numbers to the state by 1 p.m. Saturday, and campaign volunteers were scrambled around the state Thursday as supervisors prepared to examine provisional ballots cast by voters with unresolved issues at their polling places. That's a margin of.22 percent.
In the Senate race, Scott clung to a 21,986-vote lead, or a difference of 0.27 percentage points.
"Every Floridian should be concerned there is rampant fraud in Broward and Palm Beach Counties", Scott said. Both counties are considered areas rich in Democratic votes.
More than 48 hours after the country concluded the midterm elections, it's still unknown who will be Florida's next United States senator, governor and agriculture commissioner, or how long it will be before those pronouncements can be made.
Scott said "unethical liberals" were trying to steal the election in Democratic strongholds of Broward and Palm Beach County. Elias said it was odd that the undervoting was happening at the top of the ticket, rather than downballot. Since 2000, when Florida decided the presidency by 537 votes in a contest that took more than five weeks to sort out, the state has seen many close elections, but never so many dead heats in one year.
On Thursday evening, President Donald Trump weighed in with a tweet on the Senate race, citing the possibility of election fraud.

Even if Nelson had conceded, state law would have required the recount anyway.

Broward Elections Supervisor Brenda Snipes said she didn't know how many ballots remain to be counted, but all were being processed.
"On Tuesday night, the Gillum for Governor campaign operated with the best information available about the number of outstanding ballots left to count", the statement read.
Marc Elias, an attorney representing the Nelson campaign, said he won't hesitate to file lawsuits to ensure every vote is counted properly, and he thinks it's possible Nelson could overtake Scott going into the recount as more ballots are counted. DeSantis' margin of victory there slipped to 42,948.
A spokesman for DeSantis wouldn't comment on the situation.
Until unofficial returns are submitted Saturday, it's possible that leads for Scott and DeSantis will further erode, and for Fried to build some further separation from Caldwell, especially if the bulk of early voting, mail-in ballots and Election Day ballots are still being counted in areas where Democrats dominate. DeSantis was ahead of Gillum by less than 39,000 votes, or 0.47 percentage points.
Voters with issues are supposed to cast those ballots, and then if necessary provide any additional evidence that their ballots should be accepted.
A judge Friday sided with Scott and ordered Broward County's election supervisor to release the voter information sought by the governor by 7 p.m. The latter had even conceded, but is now starting to change his mind because officials are insisting there are more ballots to be counted in Broward and Palm Beach counties.
